The first prompt will ask you to enter the 10-digit phone number that you want to call.  The second prompt asks you to enter the 10-digit phone number you want to display on the Caller ID.
Is "Caller ID Replacement" Legal? Absolutely.  Caller ID Replacement (Caller ID Spoofing) is in fact legal; however, it is not legal to use Caller ID spoofing for nefarious purposes such as fraud or harassment.
